The OCTA Board of Directors is comprised of 18 individuals that represent Orange County. Specifically, seventeen Board members govern OCTA with the Caltrans District Director serving as the 18th member in an ex-officio capacity.

Chairman Gene Hernandez was elected to the Yorba Linda City Council in November of 2012 and served as Mayor from 2017 to 2018 and was again appointed Mayor for 2023. Orange County's City Selection Committee reappointed Hernandez as a city council representative to the OCTA Board of Directors in January 2022.

Director Jon Dumitru is a lifelong resident of the City of Orange and now resides in and serves as the City’s District 2 representative to the City Council. Most of the Dumitru family also live in Orange, and those not residing in the United States live in the southern European countries of Romania, Hungary, and Croatia. Dumitru attended all Orange Unified Schools as a youth and is a proud graduate of Orange High School.

Director Steve Jones currently serves on the Garden Grove City Council after serving eight years on the Planning Commission, with several terms as Chair, and ten years on City Council prior to becoming Mayor in 2016. Jones was appointed to the OCTA Board of Directors in January 2013 where he served as Chairman in 2020. Orange County's City Selection Committee reappointed Jones as a city council representative to the OCTA Board of Directors in January 2022.

Director Fred Jung was elected to serve a four-year term representing Council District 1 on the Fullerton City Council in November 2020 and was appointed Mayor in 2021. Jung is the first Asian-American Fullerton City Council Member in over 20 years. Orange County's City Selection Committee reappointed Jung as a city council representative to the OCTA Board of Directors in January 2023.

Director Farrah N. Khan made history in November of 2020 becoming the 23rd Mayor of Irvine. She not only received the highest number of votes for the position of Mayor in the city’s history, but also shattered glass ceilings as the first woman of color to hold the position, and the first Muslim woman to lead a large city in the United States. Orange County's City Selection Committee appointed Khan as a city council representative to the OCTA Board of Directors in January 2023.

Director Donald P. Wagner serves as the Third District Supervisor of the Orange County Board of Supervisors. He joined the Orange County Transportation Authority Board of Directors in April 2019. Wagner is honored to represent over 630,000 diverse residents in the communities of Anaheim Hills, Irvine, Lake Forest, North Tustin & Tustin, Orange, Mission Viejo, Rancho Santa Margarita, the unincorporated canyons, Villa Park, and Yorba Linda.
