Environmental Cleanup Program Tier 1 Call for Projects
Background
On May 2010, the Orange County Transportation Authority (OCTA) Board of Directors (Board) approved a two-tiered approach to fund the Measure M2 (M2) Project X Environmental Cleanup Program (ECP). The Tier 1 Grant Program is designed to mitigate the more visible forms of pollutants, such as litter and debris, which collect on roadways and in catch basins (i.e., storm drains) prior to being deposited in waterways and the ocean. The Tier 2 Grant program provides funding for larger projects (i.e. treating catchment areas of 50 acres or greater), potentially multi-jurisdictional, capital-intensive structural treatment best management practice (BMP) types of projects.
FY 2023-2024 Call for Projects
On February 13, 2023, the Orange County Transportation Authority (OCTA) released the 2023 call for projects (call) for the Measure M2 Environmental Cleanup Program (ECP) Tier 1 Grant Program, also referred to as Project X. Applications are due by Thursday, April 27, 2023, at 5:00 p.m.
Applications must be prepared and submitted by the local agency utilizing the Application Form, which is also available at octa.net/ECPcall. One unbound original hardcopy and an electronic copy of the application and supporting documentation are to be submitted to OCTA by the application deadline. Electronic application materials may be submitted via email to asalazar@octa.net as an attachment, via a link to a file sharing service (i.e., DropBox, OneDrive, etc.), or via USB drive. CD/DVD files will not be accepted. Hardcopies are to be submitted by mail or in person. Please refer to the 2023 CTFP Guidelines for details on submittal instructions and other information regarding the ECP Tier 1 Grant Program.
Scoring published in the 2023 CTFP Guidelines as approved by the OCTA Board of Directors on February 13, 2023, will be used in all final project evaluations.
As an additional resource, a workshop for local agencies will be provided on February 23, 2023 at 1:30 PM as part of the NPDES Permittees Meeting at Irvine City Hall. Purchase and Installation Agreements
The vendors below were selected by the County of Orange to achieve economies of scale on a list of fixed price units for the purchase and installation of devices to remove litter, debris and other water quality pollutants. All cities and the County of Orange may utilize these vendors or may choose to procure separate contracts with other vendors. OCTA does not endorse or recommend these or any other vendors. The funding recipient’s decision to utilize these contracts is strictly voluntary.
