About the Project

The Orange County Maintenance Facility (OCMF), to be constructed off of Ridge Valley in Irvine, California, will include train storage tracks, locomotive and car service platforms, and a service building with overhead cranes. Service platforms will include facilities for inspection, fueling and sanding, and interior and exterior car cleaning. Additional facility components will include office space for crews and facility staff, parts storage and management, water treatment, parking access roads, and security.

The Draft Initial Study/Mitigated Negative Declaration (IS/MND) was made available for review and comment on February 28, 2022. The period closed on March 29, 2022.

Project Benefits

The Orange County Maintenance Facility will:

• Meet rail vehicle servicing and storage needs to accommodate current and future operations to better serve the public’s transportation needs.
• Reduce operating costs by preventing the need to move trains or cars to less convenient facilities in Los Angeles and San Bernardino.
• Contribute to better rail service throughout southern California because it will reduce the maintenance and storage loads in other parts of the system allowing them to perform better.
• Benefit the environment by reducing emissions associated with automotive transportation and reduce locomotive travel from other maintenance facilities.

This project is part of the SCORE program for Metrolink’s Orange County and Inland Empire-Orange County lines and Amtrak’s Pacific Surfliner. Metrolink has been awarded grants through California’s Transit and Intercity Rail Capital Program (TIRCP), which utilizes SB 1 funding, as part of the SCORE program’s $10 billion funding goal. Since TIRCP funding is involved in the project, it’s part of California Climate Investments, a statewide initiative that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment — particularly in disadvantaged communities.
